Oregon City Man Arrested on Child Luring, Online Sexual Corruption Charges

An Oregon City man was arrested this week after he allegedly contacted an undercover detective posing as an underage girl online.

Andrew Ryan Chapman.
Andrew Ryan Chapman, 37, was arrested by Clackamas County Sheriff’s Office deputies Thursday afternoon and faces charges of luring a minor and first-degree online sexual corruption of a child.

Police say Chapman responded to an undercover officer’s online post in which the detective was posing as a 15-year-old girl.

“The purpose of the detective’s undercover post was to identify adults engaging in sexually explicit conversations with minors who then take substantial steps to meet those minors in person for the purpose of sexual contact,” the sheriff’s office said in a press release.

Following the online conversation, Chapman allegedly arrived at an-agreed upon meeting location in the Clackamas area, police said, where he was taken into custody by Clackamas County detectives and deputies, along with Milwaukie police officers and detectives.

Chapman was taken to Clackamas County Jail, where he is being held without bail.

Detectives believe Andrew Chapman may have engaged in similar criminal activity before and are asking the public for information on any minors he may have previously contacted.

Anyone with information about additional criminal activity involving Andrew Ryan Chapman is urged to contact the sheriff’s office tip line by phone at 503-723-4949 or by using the online form. Please reference case number 23-015640.
