The Canby Planning Commission has been asked to consider a request from ICON Construction & Development to annex 9.6 acres of undeveloped land on North Pine Street, in the northeast area of the city.
If approved, the currently existing farm and forest land would be rezoned for low-density residential development (R-1). A conceptual future development plan for the site shows a subdivision of 40 lots with a minimum lot size of 7,000 square feet, consistent with the proposed R-1 zoning. However, we should be clear here that the current proposal concerns only the annexation and zone change. The actual development would be handled through a separate process, when and if the zone change is approved.
The proposal also includes the completion of North Oak Street and NE 15th Avenue to city street standards, as well as the construction of new cross streets to serve the neighborhood.
Planning staff say that the city’s three-year outlook does indicate a need for additional low-density residential homes. One resident of 15th Avenue has spoken out against the project so far, citing traffic concerns on Pine Street.
“I am usually pro-growth, but honestly, North Pine Street cannot handle any more traffic,” he wrote. “The road is in HORRIBLE shape and has been as long as I’ve lived there since 2001. I would vote ‘NO’ for any more traffic until the road is fixed. It’s embarrassing. You need a 4×4 with good suspension to keep from damaging your car.”

The Planning Commission will consider the meeting at their meeting on Sept. 24. Also on the agenda for that night: the construction of a new memory care wing at the Marquis assisted living facility at Hope Village, and a request to subdivide a 0.4 acre, high-density residential (R-2) lot on South Pine Street into a six-unit townhome development.
