PORTLAND, Ore. — Police arrested two men Sunday night as demonstrations continued in Portland’s South Waterfront district, marking the latest in a series of protest-related incidents in the area.
According to the Portland Police Bureau (PPB), the department activated an Incident Command Team on the evening of October 5 to oversee crowd management operations. The response included a Crowd Management Incident Commander, Dialogue Liaison Officers, Bike Squad members, the Rapid Response Team, and a sound truck to help direct the crowd and maintain order.
Harassment Report Leads to First Arrest
Around 8:15 p.m., officers were flagged down by a bystander who reported being harassed during the demonstration. After a brief investigation, police arrested Darnell Canfield, 41, of Portland. Canfield was booked into the Multnomah County Detention Center on one count of harassment.

Authorities did not disclose the nature of the alleged harassment or whether it was directly tied to the protest activity. However, officials said the situation was quickly contained without escalation.
Second Arrest Follows Assault Report
Roughly two hours later, at 10:20 p.m., officers were dispatched to the area of South Bancroft Street and South Moody Avenue after receiving a report of an assault. Upon arrival, they located a victim suffering from non-life-threatening injuries.
Police identified and arrested Thomas Allen, 36, of Portland, in connection with the assault. He was booked on charges of fourth-degree assault and second-degree disorderly conduct. The victim was treated at the scene and did not require hospitalization.
Continuing Unrest in South Waterfront
Since nightly protests began in early June, the South Waterfront area has been a consistent site of demonstrations and police activity. According to the PPB, 36 arrests have been made in the neighborhood related to protest events over the past several months.
Law enforcement officials said they continue to emphasize dialogue and de-escalation where possible but remain prepared to intervene when criminal activity occurs.
Ongoing Investigation
Police are still reviewing video footage and witness statements related to both arrests. Anyone who witnessed the incidents or has additional information is urged to contact the Portland Police Bureau.
Authorities also reminded demonstrators to remain peaceful and follow lawful orders from officers to ensure safety for both participants and the public.
As protests persist, PPB officials said they remain committed to balancing public safety with protecting the right to free expression in Portland’s downtown and waterfront areas.
