Federal officials say a Portland woman was arrested after allegedly attempting to interfere with U.S. Immigration and Customs Enforcement (ICE) operations during a targeted enforcement action in North Portland. The incident, captured on video, has since gone viral — showing the woman pleading with officers, saying, “I’m just a mom.”
Incident During ICE Operation
According to a report by The Post Millennial, the incident occurred Thursday as ICE agents were conducting targeted arrests focused on individuals with suspected gang affiliations. During the operation, agents reportedly noticed a woman driving recklessly in the area.
Federal officials allege the woman ran a red light, nearly hit a school bus, and began following and attempting to block ICE vehicles. Video footage taken from inside a federal vehicle shows agents pulling her over.

When the woman rolled down her window, an ICE officer informed her she had been filmed impeding a federal investigation. The woman appeared emotional and pleaded not to be arrested, saying, “Don’t arrest me, please. Give me a warning. I have kids… I’m just a mom.”

ICE officials say the woman’s actions posed a significant risk to both officers and the public. Julio Hernandez, Deputy Field Office Director for ICE’s Homeland Security Investigations (HSI), told the outlet that the woman’s behavior went far beyond simple protest.
“She placed our officers in danger. She blocked in our vehicles several times. We gave her multiple warnings to leave the area. This time, enough was enough,” Hernandez said.
The Department of Homeland Security (DHS) has launched a formal investigation into the incident. Officials also noted that some individuals in the area are believed to act as “spotters” — warning undocumented individuals of ICE presence through vehicle movements, whistles, or horns.

A separate video reportedly shows the same woman earlier in the day standing next to her vehicle and making an obscene gesture toward ICE agents. The footage has circulated widely on social media, sparking debate about citizen interference in law enforcement actions and the balance between protest rights and public safety.
While some online commenters have expressed sympathy for the woman’s plea as a mother, others have condemned her actions as reckless and dangerous. ICE officials emphasized that interference with a federal operation, even if unarmed or nonviolent, can lead to serious charges.

Officials said ICE operations in Portland and other parts of Oregon will continue, with agents focusing on individuals who pose “threats to public safety.” Hernandez added that interference from civilians not only hinders law enforcement efforts but also increases the risk of accidents and injuries during high-stress operations.
“Our officers are trained to handle dangerous situations,” he said. “But when civilians insert themselves into active investigations or pursuits, they create unnecessary hazards — for everyone.”
