PORTLAND, Ore. — The head of Portland’s economic development agency, Prosper Portland, is under investigation following allegations that he made “inappropriate communications” to a city staff member during a recent work trip.
The agency confirmed it has retained an outside law firm to lead the investigation involving Executive Director Cornell Wesley, who took over the role in August 2025. The probe was launched after a city employee reported that Wesley made comments or communications deemed unprofessional while traveling on official business.
Allegations and Response
Prosper Portland officials have not disclosed details about the nature of the communications or the location of the trip where the alleged incident occurred. However, they said the agency acted swiftly upon receiving the complaint to ensure an impartial review.

In a written statement, a spokesperson said:
“Prosper Portland takes all allegations of misconduct seriously. We are committed to a transparent and fair process and have engaged outside counsel to investigate the matter independently.”
Wesley, for his part, has denied any wrongdoing, calling the allegations “false and deeply disappointing.”
“I have worked hard to uphold the values of professionalism and respect that this city deserves,” Wesley said in a statement. “I welcome the investigation because I am confident it will confirm that I have acted appropriately at all times.”
About Cornell Wesley and Prosper Portland
Wesley joined Prosper Portland — the city’s urban and economic development agency — after serving as Director of Economic Development for the City of Birmingham, Alabama. His appointment was celebrated as part of Portland’s effort to expand inclusive economic growth and revitalize local business corridors following years of pandemic-related challenges.
Prosper Portland oversees major city initiatives including business investment, job creation, and equitable development projects. Wesley’s arrival was seen as a turning point for an agency seeking renewed direction after leadership turnover and public scrutiny over its performance.
Investigation Process
The outside law firm hired by Prosper Portland will conduct interviews and review internal communications related to the alleged incident. The agency has not placed Wesley on administrative leave, but sources say senior staff have been instructed to maintain professional boundaries and report any additional concerns.
City officials emphasized that the investigation is ongoing and that no conclusions have been reached. Results of the review will be presented to the agency’s board once completed.
Broader Context
The investigation comes as Portland’s government continues to navigate calls for transparency and accountability across city departments. In recent years, several agencies have faced internal reviews over workplace conduct and leadership issues.
For now, Prosper Portland says its operations and projects remain unaffected while the inquiry proceeds.
“We owe it to the public to ensure this process is handled carefully, fairly, and with integrity,” the agency’s statement said.
The investigation’s findings are expected to be released later this fall.
