PORTLAND, Ore. – With its kennels nearly full, Multnomah County Animal Services is lowering adoption fees this month in hopes of finding new homes for dozens of pets.
Adoption Special Through September
For the remainder of September, dogs can be adopted for just $25, a fraction of the regular adoption fee, which typically ranges from $60 to $300 depending on the breed and age of the animal.
County officials announced the special on Friday, noting that the shelter’s dog kennels were 98% full. The goal is to place at least 50 dogs into permanent homes before the end of the weekend to make room for incoming animals.

“We’re asking you for help to get them adopted to make room for the other found and at-risk animals of our community,” the county wrote in a Facebook post.
Discounts for Cats, Rabbits, and Small Pets
The discount program isn’t just for dogs. Cats are available for adoption for $15, while rabbits and other small animals can be adopted for just $5. All new pet owners are still required to pay a standard county licensing fee, which ensures pets are properly registered.
The reduced rates are part of the county’s back-to-school adoption special, designed to ease pressure on overcrowded shelters while giving families the chance to welcome a new companion at an affordable cost.
Overcrowding Strains Shelters
Animal services officials say overcrowding has been a growing challenge in recent months. With kennels at near capacity, shelters face difficulties housing new strays and animals surrendered by owners who can no longer care for them.
