South Waterfront Protest Results in Two Arrests; Police Maintain Ongoing Presence

PORTLAND, Ore. — The Portland Police Bureau (PPB) reported two arrests following a protest that took place in the South Waterfront area on the evening of Sunday, October 26, 2025. Officers monitored the demonstration closely and activated the Incident Command Team, which was led by a Crowd Management Incident Commander.

Police Response and Coordination

In preparation for potential disruptions, the PPB deployed several specialized units, including the Rapid Response Team and Dialogue Liaison Officers. These officers, easily identified by their white shirts, engaged with demonstrators throughout the evening to maintain communication and de-escalate tensions. They also retained the authority to make arrests when necessary.

The bureau extended its appreciation to the Oregon State Police and Portland Fire & Rescue for their assistance during the event, highlighting the importance of multi-agency cooperation in ensuring public safety.

Details of the Arrests

Two individuals were arrested during separate incidents that occurred amid the demonstrations.

  • Jeremy W. Roberts, 44, of Lebanon, and

  • Anthony D. Whipple, 31, of Corvallis,

were both booked into the Multnomah County Detention Center on harassment charges. According to the PPB, these arrests raise the total number of protest-related arrests in the South Waterfront area to 60 since demonstrations began.

Ongoing Investigation and Public Safety Commitment

The PPB reaffirmed its dedication to protecting lawful protest while maintaining order and safety in the community. The bureau emphasized that it does not engage in immigration enforcement and remains focused on addressing public safety concerns connected to protest activity.

Investigations into various protest-related incidents are still ongoing, and officials noted that additional arrests may occur as evidence is reviewed. Arrests may take place either during demonstrations or at a later time, depending on investigative findings.
