At 1:08 a.m., Oregon State Police (OSP) responded to a fatal crash involving a pedestrian on Highway 42 near Winston. The incident claimed the life of Dustin Rios, 30, of Canyonville. According to OSP’s preliminary investigation, Rios was struck by an eastbound vehicle for unknown reasons near Grant Smith Road, close to a Taco Bell restaurant. The vehicle, believed to be a Honda Civic, fled the scene, prompting OSP to request public assistance in identifying the driver. Rios was pronounced deceased at the scene.
On Oct. 16, OSP reported the arrest of Brandon James Jensen, 41, of Roseburg. Jensen faces a felony charge for failure to perform the duties of a driver to injured persons and a misdemeanor charge for tampering with physical evidence.

At 5:11 p.m., troopers responded to another fatal vehicle-pedestrian crash on Highway 240 west of Newberg. The crash resulted in the death of Larry Joseph Mervin Jacobs, 66, of Newberg. Preliminary investigation by OSP indicated that a Toyota Rav4, driven by a 47-year-old woman from Cornelius, was traveling west on Highway 240 when it struck a pedestrian in the roadway. Jacobs was declared deceased at the scene.
