PORTLAND, Ore. — The head of Portland’s economic development agency, Prosper Portland, is under investigation following allegations that he made “inappropriate communications” to a city staff member during a recent work trip.
The agency confirmed it has retained an outside law firm to lead the investigation involving Executive Director Cornell Wesley, who took over the role in August 2025. The probe was launched after a city employee reported that Wesley made comments or communications deemed unprofessional while traveling on official business.

Prosper Portland officials have not disclosed details about the nature of the communications or the location of the trip where the alleged incident occurred. However, they said the agency acted swiftly upon receiving the complaint to ensure an impartial review.
