Oregon DHS Seeks Public’s Help to Find Missing 15-Year-Old Foster Child

Teen Reported Missing in Portland

The Oregon Department of Human Services (ODHS), Child Welfare Division, is asking for the public’s help in locating 15-year-old Jordan Cushing, a foster child who went missing from Portland on Sept. 26, 2025. Officials believe Jordan may be in danger and are urging community members to stay alert.

Authorities suspect Jordan is still in Portland and may be spending time near the Evergreen Inn & Suites Portland Airport, located at 3828 NE 82nd Avenue.

Description of Missing Teen

ODHS released the following details to help the public identify Jordan:

  • Name: Jordan Cushing

  • Pronouns: She/her

  • Date of Birth: Sept. 14, 2010

  • Age: 15

  • Height: 5’3”

  • Weight: 115 pounds

  • Hair: Black and purple

  • Eyes: Hazel

  • Distinguishing Features: Jordan has visible scars on her arms and legs. She also sometimes writes the name “Spencer” in marker on her arms and legs.

A photo provided by ODHS shows Jordan with her distinctive hair color, which may help the public recognize her.

Law Enforcement and Case Numbers

The case is being investigated under Portland Police Bureau Case #25-266090. It is also listed with the National Center for Missing and Exploited Children under case #2062826.

Why DHS Issues Alerts

ODHS explained that when a child in foster care goes missing, there is often significant concern for their safety. Media alerts are issued in situations where immediate public awareness is necessary to help locate the child.

In some cases, children in foster care may go missing more than once, which can result in multiple alerts being issued for the same individual. Officials emphasize that every alert reflects an urgent need to check on the child’s safety and well-being.

How to Help

Members of the public who believe they see Jordan Cushing are asked to call the Oregon Child Abuse Hotline at 1-855-503-SAFE (7233). The toll-free hotline is available 24 hours a day, seven days a week, year-round and is the primary number to report suspected abuse or information on missing children in the state.

ODHS stressed the importance of community involvement in such cases: “Sometimes when a child is missing, they may be in significant danger. Locating them quickly can be critical to ensuring their safety.”

As the search for Jordan continues, authorities are urging Portland residents and visitors to remain alert in areas where she is suspected to be. Even small pieces of information — such as possible sightings or recent interactions — could prove vital to bringing her home safely.
