The Canby Planning Commission approved three proposals at its meeting on Monday: the six-unit Pine Place subdivision, the new memory care wing at the Marquis assisted living facility at Hope Village and the request from ICON Construction & Development to annex 9.6 acres of undeveloped land on North Pine Street, in the northeast area of the city.
If the annexation request is also approved by City Council, the new properties will be zoned for low-density residential development (R-1). The developer had submitted conceptual future plans for the property that include a subdivision with around 40 lots, as well as the completion and construction of new city streets to serve the neighborhood. But, an actual site design review process must be completed and approved before development can proceed.
One resident, Jean Robison, spoke against the annexation and zone change, saying it should be held off until safety and drivability concerns are addressed on North Pine Street.
“Pine Street’s a mess,” she said. “The county won’t do anything. We put concrete in ourselves to plug up holes right in front of the driveway. We don’t need any more cars on Pine Street. There’s children catching school buses; there are cars zooming by. It’s hard to get in and out of the driveway sometimes.”
In the case of annexations, the Planning Commission’s vote serves only as a recommendation to the City Council, who will make the final decision. The matter will be heard before the council on Oct. 17.
